Biography
A Private Sector groomed professional for over 18 years Ian “Patches” Liburd has also served at the top management level in the Public Sector as the Chief Executive Officer of the St. Christopher Air and Sea Ports from 1995 to 1999, Director of Maritime Affairs from 1999 to 2000 and Permanent Secretary in the Ministries of Public Works, Utilities, Transport and Posts, Agriculture, Fisheries, Lands and Housing, Consumer Affairs, Community Development and Gender Affairs between 2000 and 2010. His vast experience in both sectors has therefore whetted his appetite to serve his country at the highest political level as the first elected Parliamentary Representative of East Basseterre who was born, raised and still lives in the Constituency.
Education
Minister Liburd holds a Masters Degree in Business Administration (MBA) from the University of Bradford Management School and a Post Graduate Diploma in Management Studies (DMS) from the University of Plymouth (Faculty of Maritime Studies). He is also a qualified Professional Member of the Chartered Institute of Transport (MCLIT) now the Chartered Institute of Logistics and Transport and a Fellow of the Chartered Management Institute (FCMI).

Personal Life
An avid sportsman, Minister Liburd has also held leadership roles in the St Kitts-Nevis Football Association, the St Kitts Cricket Association and the St Kitts-Nevis Olympic Association.
